The offender rulebook for the Division of Adult Institutions and an updated Missouri Offender Management Matrix (MOMM) are designed provide a system of incentives and sanctions to reinforce positive behaviors while holding offenders and clients accountable for negative behaviors. Sanction and incentive grids help determine which desired behaviors should be rewarded, which incentives are appropriate, and what role each staff member plays in the process. The Missouri Offender Management Matrix ties desired and undesired behaviors to the criminogenic domains of the Ohio Risk Assessment System and provides a selection of appropriate responses to behavior based on the overall risk level for offenders under probation or parole supervision.
