Big News

On May 7, 2020 OCC began partnering with Valley Hills Animal Rescue out of Springfield, MO. They brought five dogs for offenders to train and teach basic skills and obedience in order to improve their chances for adoption. Valley Hills also collaborates with the following organizations: K9’s for Camo, Puppies for Parole, and the Barn Cat Program. We are excited to work with such a great organization and to do our part to assist in getting shelter dogs a forever home. If you have any additional questions about this organization or how to adopt a dog, please contact Case Manager Collins or Functional Unit Manager Belfield.

Employee of the Month

CO I Joshua Kastning

Fire & Safety Manager, Brad Stanifer, nominated CO I Joshua Kastning as Employee of the Month for May, stating, "CO I  Kastning was recently completing a transportation detail when his partner CO I Dietiker started experiencing chest pains. Kastning, with fast thinking and actions, talked Dietiker into letting him take him to the hospital. He finally got Dietiker to the hospital and remained with him as they transported him to another hospital. Kastning stayed with Dietiker until his wife could get there. This made it a nearly 20-hour day for Kastning. This resulted in a lifesaving open heart, quadruple bypass for Dietiker. I believe Kastning by his actions deserves more than we can give him, but please consider him for at least Employee of the Month here at OCC."

This meeting took place on 5/07/20 and was conducted by Warden Brian O’Connell. There was a total of 10 participants.   

Warden O’Connell welcomed everyone. 

The Housing Unit I & II FUM’s will be assisting with Grievance Officer duties when Chris Mattox is out of the office.

COVID Update

There are 5 new cases including 4 staff and 1 offender at Southeast Correctional Center. This brings the total to 32 offenders, 20 non-prison staff and 13 prison staff. 2 staff have already made a full recovery. If anyone gets tested for COVID 19 please report it so that the information can be sent to Central Office. We are waiting to see how things progress now that the economy is reopening. We are still not allowing any visits or transfers and precautionary measures will continue to be utilized in the future.

Engage 2.0

This became effective on March 1st, 2020. Every employee was reviewed by a primary and secondary evaluator; secondary evaluators will not be utilized for the June report. Upward feedback will continue.

Serious Incident Reports

SIR’s have been slow for the past month, but have picked up recently with 11 overdoses related to Fentanyl within the last week. This requires multiple doses of Narcan being administered in these situations. We continue to do the best we can to prevent contraband from coming in.

Personnel Club

We had a great turn out for the fundraisers for Chris Mattox and Terry Dietiker. We appreciate those who served and everyone who donated to those causes.

Success Story

On May 22, the Department of Social Services delivered starter plants to a few facilities across the state. MCC, ERDCC, and OCC were the first 3 on the list. The plants were donated as a collaboration in conjunction with DOC, the Department of Social Services, Regional Food Banks, and local nurseries in the Jefferson City area. With millions out of work, families are struggling to put food on the table. This kind of forward thinking will place healthy items on Missouri tables to feed children and families! Pictures on page 3. –Sarah Wormington, IAC

Personnel Club Fundraiser

A fundraiser was held for COI Kevin Kelly on Tuesday, May 19th. Chili cheese nachos were served as “To-Go” orders in Staff Dining. It was very successful and we appreciate everyone who participated and joined us in this great cause. Personnel Club would like to give another special shout out to Food Service for all of their assistance and coordination to help make this benefit possible! Big News

Restorative Justice adopted the Copper Rock Village nursing home in Rogersville. The offenders have been working hard at making nice thinking-of-you cards, jewelry, crocheted hats, fidget sleeves, and other items for the residents to cheer them up.

Today there was a parade at Copper Rock for the family and friends to drive through and see their loved ones. Several offenders decorated some posters and Tammy Myers and I taped them to a state van and jumped in the parade. As we pulled in, the first person we saw was a young man directing traffic and he was wearing one of the masks made by the offenders from OCC! We were the eighth car in the line-up, but not even close to being the last. All of the residents that were able to were sitting outside on the sidewalk. They were yelling “Thank you for coming!” “I love you!” “God bless you!”  They were all so grateful, but it was just as much a blessing for Tammy and me as well. God bless you all and thank you for your support of the Restorative Justice Program. –Sarah Wormington, IAC

“During the past several months Sgt. Estes has demonstrated a high level of safety and security of our institution by stopping massive amounts of contraband here at OCC. CO II Estes also assisted in gaining the compliance of an offender who was threatening self-harm. The level of dedication and vigilance he shows in the completion of his day-to-day duties is commendable in itself. But, factor in his leadership abilities and teamwork mentality and it’s a combination you just don’t see enough in today’s work place.”

Success Story

We have had two Personnel Club fundraisers to assist with employees who have been out for medical care. The first one took place on Wednesday, April 1st for COI Dietiker and breakfast burritos were served in the Visiting Room. The second one occurred on Wednesday, April 29th for Grievance Officer Mattox and hot dogs were served in Staff Dining. Both were TO-GO orders only and very successful and we appreciate everyone who participated and joined us in these great causes. A special shout out to Food Service for all of your assistance and coordination to help make these benefits possible! If anyone is interested in serving on the Personnel Club please contact President, COI Hawkins. 

Food Donation Fundraiser

Maggie served OCC as a search bloodhound for 13 years. She is now retired and requires canned Alpo dog food. Any canned food donations would be much appreciated. Please drop them off in the Control Center and they will be kept in Housing Unit II FUM Heather Belfield’s office.

Big News

We will be doing COVID 19 briefings in the Town Hall meetings, where up to date information is made available to staff. We want to be transparent as much as we can with this information.

Additional hand sanitizer has been ordered and will be made available to all staff and offenders for preventative measures.

Spending has been halted except for emergency or COVID 19 related purchases.

If an offender with COVID 19 requires CPR we are required to perform it. Please utilize the PPE’s for protection and if you need training or a preplacement PPE get with Fire & Safety Manager, Brad Stanifer.

We are trying to keep things as normal for the offenders as possible while limiting congregation. Small groups have been reduced to nine people and Pathways to Change has been postponed for the time being.

Success Story

Inside Crew Worker Stan Young retired from Maintenance on March 31st with 24 years of service with DOC. He was given a plaque and a watch by the Personnel Club. He requested not to have a formal retirement party but his coworkers in maintenance took him to lunch and threw him a small party.

Our P4P pick of the month for March is Tyson. He is an American Pitbull Terrier, who is 1 year old. He is high energy, very independent, loving, friendly, potty trained, and alert to his surroundings. He is available for adoption now through the Southwest Humane Society in Springfield, MO!

 


February 2020

Big News

July 23rd of 2019 began the first sewing class at OCC.  Facilitated by laundry manager Julie Loker, there are two classes of three offenders.  She teaches them the nomenclature of a sewing machine and how to sew.  Julie donated 40 large towels and used materials to create adult clothing protectors.  This month, 20 clothing protectors were donated to Pony Bird in DeSoto, MO.  Pony Bird is a home for individuals who are non-ambulatory and medically fragile.  Please see the attached thank you letter from the staff at Pony Bird.  Thank you to everyone who has contributed to the sewing program and especially Ms. Loker for your knowledge and passion for teaching a useful trade to the offenders.

Success Story

OCC now has 16 members on the Crisis Intervention Team. They are not only being utilized to diffuse offender crisis situations, but are being used to deliver death notices. The goal is to calm offenders down when crisis arises in order to avoid using force. OCC had a total of 8 intervention reports that were completed and documented for 2019 and have had over 20 so far for 2020. The team is still learning and growing and would like to add members in 2020. If interested, please contact Coordinator, COI Jonathan Hubbard or Co-Coordinator, Eric Hawkins.

Our P4P pick of the month for February is Preacher. He is a black lab, who is 10 months old. He is fully house broken and full of energy! He has been taught not to bite and knows how to sit and lay down on command. He is very smart and continues to learn new commands each week. He loves to play fetch and chew on his bone. He needs room to run and would make a great pet for someone who would enjoy spending their time and energy with him. He is available for adoption now through the Southwest Humane Society in Springfield, MO!


January 2020

Big News

Gateway has implemented a new incentive card program for those offenders that go above and beyond for the betterment of the Therapeutic Community through a specific action. An offender can be nominated for a card by any staff member of OCC. Incentives include three different levels and can be for an individual or for a whole wing. Examples of incentives include: Eating outside, late-night recreation, movie/game night, personal clothing day, visiting room picture pass, food visit, short-line pass, visit with Warden, sleep pass, sporting event, or a late-night phone pass. Wing incentives are to be decided based on overall behavior, by custody. The Housing Unit Sergeants, after meeting with their staff (all shifts) are to notify the housing unit FUMs when they feel that an incentive has been earned, in order for all of the proper notifications to be made.  Example reasons for individual incentives include: HiSet earned or leveled up in education, pronounced overall attitude improvement, or offender does something helpful without being asked. This program is expected to motivate and improve overall behavior throughout OCC.

“Throughout the 2019 year, all shifts have been shorthanded due to an additional week of CORE training being required and lack of staff assigned. During this time, CO I Cathey has helped to ensure that all shifts are properly staffed by agreeing to work extra shifts. Anytime he has been asked to work, CO I Cathey has come in. CO I Cathey has worked many of his days off and double shifts. Sometimes giving up his days off for a couple weeks and even for complete months.

CO I Cathey has shown his willingness to be a team player by assisting all shifts in ensuring they are properly staffed. I feel CO I Cathey is deserving of Employee of the Month and possibly Employee of the Year.”

Success Story

2019 was a very busy year for the Restorative Justice wood shop.  Approximately 200 projects have been donated and the offenders are learning a trade. VIC Michael Haas, along with Iron Gate Ministry, has been working with Lowe’s to donate wood every other month to the OCC wood shop. Lowe’s has donated over $1,200 worth of scrap wood for 2019! The offenders made a plaque to be presented to Lowe’s for their donations.The offenders start by disassembling wood pallets, learning how to correctly measure with a measuring tape, using a drill, and working up to building a bird house. The advanced offenders have additional projects including art pieces. The woodshop donated 25 woodshop pieces to the Correctional Peace Officers Foundation as well as Wood Co in Billings, MO for the month of December 2019.

Our P4P pick of the month for January is Moonlight. He is a 7-year-old Staffordshire Bull terrier mix that’s a bit shy. He plays well with other dogs and tends to stick with his handler. He does not get overly excited when meeting new people and does not bark or try to nip at anyone. He walks on a leash well and can do the basic commands of: Sit, stay, and lay down. He is available for adoption now through the Southwest Humane Society in Springfield, MO!

Success Story

There were 14 graduates at OCC from the past 6 month’s semester. Nine were able to attend graduation and celebrate with their peers and families. HU2 FUM Heather Belfield filled in for Warden Brian O’Connell and gave a congratulatory speech. The high scores were Offender Carl Brown with a 92, and Offender Justin Lucas with a 90. These scores are out of 100, so these men did an outstanding job! Many staff attended the graduation showing their support for the education department and for the graduates who worked so hard to reach their goals. Hats off to everyone involved in these accomplishments!

The September 2019 Employee of the Month is CO I Cody Herrell. He was nominated by CO III Roberts and CO III Sigman, “Officer Herrell has demonstrated great awareness and professionalism while working his post in Housing Unit 4. During the evening showers an offender tried to harm himself. Officer Herrell was quick to respond and take the appropriate measures in order to keep the offender from further harm. On 08/07/19 Officer Herrell being very observant noticed a tablet had been altered. Officer Herrell continues to show great awareness while performing his duties as the Ad-Seg officer. I believe he would be a great candidate for the OCC Employee of the Month.”

Big News

Gateway is currently working on ideas for Recovery Month, which is the entire month of Sept. Recovery Month celebrates recovery and the life it can provide for the offenders we serve. There are several offender-led events that are scheduled, including a band performance, recreational activities, and recovery-centered movies. Throughout the month speakers will be coming in to discuss their recovery and to share the success that they have had. The opening ceremony is planned for Friday, Sept. 6 from 9-11 a.m. They are requesting DOC employee assistance to help with a tricycle race during the opening ceremony. Both Gateway and DOC are excited about this Recovery Month!

8/16/19 Notes:

  • At OCC, we have three vacancies: Maintenance II, Cook II, and Investigator.
  • Warden O’Connell is participating in the Booth State Fair on 8/18/19 to give information on recruiting for OCC and the department.
  • There is a new A.P.P.L.I.E. class starting on 8/27/19 which will consist of five classes. There are a total of 12 offenders participating in this session. This class has been very successful and the offenders are more eager to get involved.
  • Probation and Parole is doing a great job of reviewing the offender’s file to see how they will be effected before going in front of the parole board.
  • CIT Training will be hosted at our training building from 8/26/19-8/30/19. There will be five attending from South Central Correctional Center as well.
  • There is a yard event scheduled on 8/17/19 by Freedom City that will involve motorcycles and music.
  • September is Recovery month. Gateway is planning events for the offender community including a tricycle race and speakers each week. Fall Fest is also taking place the last week of September.
  • Ms. Sawyer and Mr. Chitwood from Gateway are working on a new class specifically for offenders who have been incarcerated for five years or longer in hopes of giving additional assistance and reducing recidivism.
  • State Representative, Hannah Kelly will be touring OCC on 8/23/19, as well as a member of the 797th Radar Squadron who was stationed at OCC when it was a U.S. Air Force Base in the 1950’s. Please give a warm welcome to both.
  • A special thank you was given by Brian to Tammy Massey and Bill Johnson for all their hard work while the computers were down.

Saturday, Aug. 17, the Freedom City Church from Springfield hosted the Festival of Hope, an all-day yard event at OCC.  The team of 29 volunteers grilled 850 cheeseburgers, handed out bags of chips, condiments, a cookie, and a can of soda to every offender, including a trip to Ad-Seg, and for all staff as well. Four motorcycles were brought in for the offenders to look at with a message from the riders that you don’t have to be in a gang or using drugs to enjoy a cool motorcycle.  Several of the volunteers gave their testimonies as well as a testimony and sermon by Freedom City’s lead pastor John Alarid. Praise and worship music was played on Main Street for everyone to enjoy, and at the end of the day, 67 men were baptized.

Maintenance has started working on a new fenced area outside of Housing Unit 2 for the dogs in the Puppies for Parole and Canines 4 Camo to train in. The materials have been purchased and so far three poles have been put up. The offenders and staff are excited about this change!

Not only does she read mail, she assists with reading email, and writes Rejection of Mail forms as needed. Rikki always displays an upbeat, positive demeanor regardless of any task assigned. She assisted the investigator with various duties until his recent passing, including taking the time to take him to doctor appointments.

She ensures that all the training material is printed, prepared and set out for the instructors early in the morning of the training so the instructor never has to ask “where this is.” She always hunts for things about her job that need to be completed and constantly strives for perfection at her job. She continues to help CERT and Dog Team, to the level of giving up her own lunch so that the dog team and others during call outs would have something to eat. She is quick to help but slow to ask in return, but when asked she will drop what she is currently working on in order to assist.”

7/03/19 Notes:

  • Wing 1B went to general meeting onJune 28. Gateway staff will continue to monitor behavior and focus on treatment and individual sessions. They will determine on July 15 whether or not this wing will go to tight house.
  • Classification staff attended Gateway Tight House Training on July 2 to be prepared if this occurrence takes place.The meeting went well and several DOC staff attended.
  • MO Learning-A reminder was given to sign up if not already. The goal is professional development.
  • Corrections Way training took place two weeks ago as a refresher for Supervisors. The Strategic Plan is accessible on the website and the focus is reducing recidivism.
  • The 2nd round of drinking water classes will be taking place within the next three weeks.
  • We still have four CO I vacancies at OCC and interviews will be taking place next week. We are in the process of hiring a Cook II.
  • The A.P.P.L.I.E. graduation will take place on July 30. Case Manager Adamson is the Coordinator and the classes last 4-5 weeks and teach the offenders about employability skills and they practice during a mock interview session. We have received a lot of positive feedback from this course.
  • Maintenance is currently making improvements to our Ad-Seg unit. A kiosk will be added for visitations.
  • Pet CPR will take place in the training building on July 24 and there are still spots available if interested in this training course.
  • We are in the process of trying to purchase a new ice machine. In the meantime, food service has been providing ice for offenders during scheduled times.

Success Story

In the Restorative Justice program, paint and art supplies have been given by VIC’s for the offenders to create art to be donated to non-profit organizations. Our communities are benefiting from the work the offenders have been doing through RJ at OCC. Artwork painted by an offender was donated for a fundraiser to help raise money for a family that suffered a house fire.

Our P4P pick of the month is Apollo. He is a 3-year-old, brown and white, male American Staffordshire Terrier. Apollo is loyal, loving, gentle, and people-friendly. Institute of Self Worth graduation

The Institute of Self Worth (Vic Porter Ministries) is a faith-based class that began at OCC and has spread to facilities across the country. The class meets each Friday evening with attendance of approximately 30 offenders per class, and holds a graduation once offenders have completed the required curriculum. Their largest graduation to date took place on June 14 in the OCC visiting room at 6 p.m. Volunteers brought cake and punch to celebrate.

IPO Norma Taliaferro

She was nominated by Stacy Kleier. IPO Taliaferro uses her experience and knowledge to assist others on a daily basis. She is quick to offer assistance to staff regarding tips and tricks on how to navigate computer issues, i.e. setting out of office, where to get information in OPII, etc. She goes above and beyond to assist offenders in obtaining resources to be successful upon release. She went out of her way to ensure an offender would have appropriate identification so he would be able to get through TSA screening at the airport when flying home upon release. She asks what she can do to help, rather than waiting to be asked. Recently during a staff vacancy, she requested information on how to perform clerical duties so she could assist her supervisor in covering those duties to ensure prompt release notifications were provided to the Records Office.

Town Hall Report

6/14/19 Notes:

  • The security perimeters policy change was discussed in regards to what items are allowed into the institution. Smart watches, fit bits, and cell phones are no longer allowed in the institution or in staff housing.
  • Regarding offender population, OCC has been staying between 670-680 offenders and we are currently at 695 offenders.
  • OCC as well as Gateway are working on offender incentive programs that will promote accountability. Gateway has a list that they are implementing as of July 1, 2019 and OCC is currently working on their own list.
  • A new time keeping system is in the works for custody and food service. OCC has asked for 5 units that will be placed in the housing units, custody, food service, and the control center bubble.
  • The pay plan was signed by Governor Parsons on June 10, 2019. This will result in a 3% raise up to 13%.
  • There is a meeting scheduled on June 18, 2019 to discuss the needs of the Ad-Seg unit.
  • The Corrections Way Workshop is taking place on Wednesday, June 19 from 7:00 a.m.- 9:00 a.m. and 3:00 p.m. - 5:00 p.m. in the Training Building. Allison Woodruff will be available to meet with Supervisors 1 on 1 if needed.
  • Director Ann Presythe has stressed the importance of the Pulse Surveys. She is asking for the Department of Corrections to fill them out and voice their opinions. Currently DOC only has a 15% completion rate and DOC is the largest department.
  • Anyone that has not signed up for a Linked In account needs to do so. This will be used for training purposes and discussed in engage meetings. OCC employees will need to sign up under the organization’s account.
  • FUM Faith Graeff gave a shout out to maintenance for the timeliness that they are completing projects and said that she has been very impressed. She said when work orders are requested they are completed quickly and she appreciates it! Good job maintenance workers!

 

6/27/19 Notes:

  • The Apprenticeship certificates for CO I that requested to participate in the apprenticeship program have arrived. They will be signed and distributed soon.
  • The meeting took place to discuss the needs of Ad-Seg. We are currently working to improve multiple areas of concern. The cost for all repairs needed is much more than the funds available so we are working on what changes and/or repairs can be made at this time. Big thank you to CO I Hawkins and Safety Manager Stanifer for the organization and cleaning!
  • We are still fighting the issue of tobacco and/or drugs at OCC. Several offenders have gone to the program review committee which resulted in program termination for conspiring to introduce tobacco.
  • Questions have been raised regarding PRC’s and the appeal process in relation to the amount of time offenders are spending in Ad-seg after PRC. This process can be quite lengthy. Once approved by the Warden, the offender has the right to appeal his termination. The appeal process can take several weeks as the appeal goes to central office as well.
  • CO I Hawkins announced that Tammy Myers is the new Treasurer and Theresa Ipock is the new Social Chair for the personnel club. We currently have $2600 and we are on track to have $5000 by Christmas.
  • CO II Elliott mentioned that we do not currently have an area designated for visitors to breast feed. Discussion will be continued to find a suitable area.

The Read with Me Program is a class that’s offered to the offenders to help strengthen the bonds with their children while they’re incarcerated. The offender chooses a book, records himself reading the book onto a CD, and the book and CD are mailed to the child at no cost to the offender or their family. The class has been held on Friday’s in the programs building and we’re adding another time to the schedule. The regular volunteer, Scott Michael, is in the chapel every second Wednesday of the month for New Life class from 6-7 p.m. then a book of Romans bible study from 7-8 p.m., and beginning July 10, he will be in the programs building at 8:30 p.m. for the second Read with Me class. We are excited about this program and looking forward to getting more offenders involved with the additional time slot.

Offender Josh Kutz participated in the A.P.P.L.I.E. program at OCC and successfully got a job working in wastewater treatment. He has been incarcerated for the past 15 years and said he is excited to have a job lined up that will help him provide for himself and stay out of prison. Ann Precythe visited OCC and led our Town Hall Meeting. Topics included the latest pay plan passage, Corrections Way updates, team work reinforcement, and she opened the floor for questions. Questions included updates to the Administrative Segregation unit, insurance rates, employee smoke breaks, and how to improve Personnel Club. She mentioned that she would be visiting OCC again in the fall to check on further progress of the questions and topics addressed.

President Trump proclaimed April 2019 as Second Chance Month.To celebrate that, the Gateway Foundation at OCC has planned a day of celebration that includes the offenders. They plan to have lots of festivities for the offenders such as a soft ball tournament, volley ball tournament, a talent show, and some offender and staff testimonies. They are also having a hot dog luncheon complete with sides that have been provided by donations. This took place on May 31.

Our P4P pick of the month is Bucky. He is a 1-year-old Border Collie/Labrador Retriever mix. He’s a medium-sized dog with  mostly black with white and brown highlights. He is a bit shy, but he is coming out of his shell and is very obedient. He is gentle and would make a great family pet. He is available for adoption now!

P4P agility course coming to OCC soon!

OCC received approval from Central Office to construct an agility course with fencing for the P4P Program. The materials will be order by the end of April and construction is projected to begin in May 2019 by our maintenance staff with help from volunteer offenders. We are excited to have a course to further train the dogs in both the P4P Program and our service dog program, K9’s for Camo.

CO I Gregory Cathey

Greg was selected as the Employee of the Month at Ozark Correctional Center for April. He is reliable, dedicated, firm, fair and consistent. He multitasks effectively and is able to handle a high-volume workload with ease. He has a team player mind-set, and is always willing to stop what he is doing to help others. He never passes a problem on to anyone else, but instead takes care of everything possible as needed. Greg stays until the job is done - not just his job - but any job. His work ethic carries outside of the workplace as well, as he is a valued employee of the department and he is a caring member of our community. Perhaps his greatest asset is his sense of loyalty.

OCC holds Crime Victims' week Ceremony

OCC staff members attended the Victims' Ceremony at OCC on April 12, 2019. OCC offenders conducted a silent march up main street in recognition of crime victims. The event also featured a speaker who had been an addict and a victim of sex trafficking. She spoke about what she had done to let go of the past and turn her life in a positive direction. P&P staff joined with other OCC staff members to collect hygiene items, which were donated to the Council of Churches of the Ozark Safe to Sleep Program. Safe to Sleep provides women with a safe, emergency overnight shelter and facilitates access to supportive services in an atmosphere of dignity, harmony, and compassion. They have served more than 2,200 women in the past eight years.

Our P4P highlight of the month is Mya. She’s a 2-year-old Anatolian Shepherd mix. She is a fun-loving and gentle dog who likes attention, but also enjoys her own personal space. She is smart and is a fast learner. She can be timid at times, but would make a great family pet. She has been adopted!
